This course will examine the ethical, legal and social issues raised by neuroscience. Topics will include the implications of new knowledge of the brain for our understanding of selfhood, for the meaning of privacy, for the distinction between therapy and enhancement, and for national security.

This course explores main answers to the question, "When do governments deserve our allegiance?" It starts with a survey of major political theories of the Enlightenment—Utilitarianism, Marxism, and the social contract tradition—through classical formulations, historical context, and contemporary debates relating to politics today. It then turns to the rejection of Enlightenment political thinking. Lastly, it deals with the nature of, and justifications for, democratic politics.

The American Association for the Advancement of Science manages and administers Science & Technology Policy Fellowships in five program areas to provide the opportunity for accomplished scientists and engineers to participate in and contribute to the federal policymaking process while learning firsthand about the intersection of science and policy.

Offered by the California Council on Science and Technology (CCST), the California Science and Technology Policy Fellowships place professional scientists and engineers in the California State Legislature for one-year appointments. The fellowships are ideal for qualified applicants who are interested in improving the interface between science and legislative decision-making and who want to learn the public policy decision-making process.

Continuing the theme of the Future Directions seminar series – how government can make more effective use of scientists and scientific advice in the context of Civil Service Reform – CSaP’s second annual conference will see leading speakers from government and academia explore the changing role of the analytical professions; how government can make better use of external academic expertise; and the nature of evidence in more open policy making.
